四川省经济和信息化厅相关负责人表示，四川省委、省政府高度重视软件产业的发展，紧抓成渝地区双城经济圈建设的战略机遇，出台了《四川省“十四五”软件与信息服务业发展规划》，着力构建应用牵引、产链协同的新型生态系统。四川将从三个方面着力推动软件产业的高质量发展。一是坚持以需求为导向，锻长板和补短板并举，既要大力拓展丰富应用场景，支持各类特色应用软件的发展，又要聚焦自主创新，提高基础软件、工业软件等关键软件产品的自给能力。二是要充分发挥包括人工智能在内的各类前沿技术对软件产业的赋能作用，实现软件与信息化、服务流程、生产方式重组变革，形成新的富有活力和创造力的产业协作、资源配置和价值创造体系。三是大力鼓励广大的院校、企业、软件从业人员和爱好者积极参与到软件开源社区的建设中，健全价值分配体制，众创新型软件研发模式，孕育开放的技术、人才与产业生态。

The Software School of the University of Electronic Science and Technology will be selected as the first batch of 33 national-level characteristic demonstration software colleges in 2021. The college focuses on the fields of large-scale industrial software and embedded software, and jointly carries out key technical research and characteristic talent training with enterprises. According to the «Software and Information Service Cluster Active Credit Innovation Plan» launched by Chengdu City and the Chengdu Branch of the Industrial and Commercial Bank of China, 66 software companies in Chengdu have been the first batch to receive credit, with a total credit of 3 billion yuan.
大会现场发布了成都市软件名城建设影响力榜单，来自工业软件、基础软件、嵌入式软件、大型行业应用软件和新兴平台软件5个赛道的企业和产品上榜。根据成都市和中国工商银行成都分行推出《软件和信息服务集群主动授信创新方案》，成都市已有66家软件企业首批获得授信，授信总额达到30亿元。
