Over thirty years since its creation, the CCR JSC has gone from a group of 10 enthusiastic LNPO “Lensistemotechnika” enthusiasts in 1991 to the leading enterprise of the information and legal Consortium “Codex”, being at the forefront of the rapidly developing sphere of IT-technologies.
One of the company’s first information and software products were electronic document management systems: “Codex: Chancellery”, “Codex: Letters and Appeals of Citizens”, “Codex: Enforcement”, created for St. Petersburg Mayor’s Office.
Together with the Governor’s Duty Service of St. Petersburg the project on creation of the automated information system for territorial executive bodies of the city (AIS TO) was developed and launched.
By 1999, the main subsystems which ensured the documents accounting were created: work with official correspondence and citizens’ appeals, control over the documents execution time. They made it possible to organize the registration of all incoming and outgoing documents and to convert paper registers into electronic ones.
At that time on the basis of “Codex: Document Management” started the creation of St. Petersburg Administration’s unified electronic document and workflow system: in 1999 a pilot zone, consisting of nine authorities was launched. At the moment the system has been implemented in all executive bodies of the city government, subordinate institutions and organisations whose services are used by the overwhelming majority of the city population. There are 508 subscribers (more than 13,000 users) connected to the EDMS, and one of the main tasks solved with its help is processing of citizens’ applications.
One of the largest projects is the implementation of the system in the UNITED RUSSIA Party. Now the EDMS “Code: Document Management” is working all over the country, where each region has its own structure, its own documents, and everyone exchanges them electronically within the system. An open voting portal for collegiate bodies has also been developed for the Party. Decision-making time has been considerably reduced, and it is now possible to issue a new document in just two hours, without having to convene everyone in person or to send signed documents by post.
Today, the DDC develops and supports electronic document and workflow systems and automated systems for public authorities. About 1.5 thousand organisations across Russia and the administrations of 12 federal subjects work with various decision-making information systems created by the company.
