俄罗斯软件行业协会主席：看好成都丰富的软件应用场景，希望金砖国家共建网络准则
On January 11th, the theme event of the 21st China International Software Cooperation Conference was held in Chengdu. As an international IT industry event, one of the focus of the conference was international network security. Valentin Makarov, president of the Russian Software Industry Association, is a special guest of the conference. After 2019, this is his second time to Chengdu to participate in the conference.

在网络领域，中俄两国有什么合作潜力？有哪些值得关注的新兴合作方向？红星新闻记者采访了马卡洛夫。
«I am very happy to come to Chengdu again. This is a developed and modern city and a famous software city in China. My trip brought the cooperation needs of the Russian software industry here, hoping to find partners to develop some projects with Chengdu and its surrounding cities». Makarov believes that Chengdu has a wealth of application scenarios in the software field. Some projects can be tested here first, get market feedback, and then gradually improve, and then promote it to the world.
“我很高兴再次来到成都，这是一座发达而现代的城市，也是中国软件名城。我此行把俄罗斯软件产业的合作需求带到了这里，希望找到合作伙伴，跟成都及其周边城市一起开发一些项目。”马卡洛夫认为，成都在软件领域有着丰富的应用场景，可以将一些项目放在这里先行试验，获得市场反馈，再逐步改进，然后向全球推广。
In March 2023, the «Joint Statement of the People’s Republic of China and the Russian Federation on Deepening the Comprehensive Strategic Cooperative Partnership in the New Era» was issued, stating that China and Russia will deepen mutually beneficial cooperation in the field of scientific and technological innovation, expand the exchange of talents in the industry, and explore new models of cooperation in the fields of artificial intelligence, the Internet of Things, and the digital economy. «China is not only a big market, but also an important talent base. So we will consider prioritizing some projects in China», Makarov said.
2023年3月，《中华人民共和国和俄罗斯联邦关于深化新时代全面战略协作伙伴关系的联合声明》发表，指出，中俄双方将深化科技创新领域互利合作，扩大行业人才交流，在人工智能、物联网、数字经济等领域探索合作新模式。“中国不只是一个大的市场，而且还是重要的人才基地。所以我们会考虑把一些项目优先放在中国。”马卡洛夫说。
In which areas can cooperation be strengthened? Makarov introduced that the Russian software industry has accumulated rich experience in software development, network security, artificial intelligence, big data analysis, digital games and other fields. At present, Russia has gotten rid of its dependence on imported software and is a global leader in network security and trusted software.
在哪些领域可以加强合作？马卡洛夫介绍，俄罗斯软件产业在软件开发、网络安全、人工智能、大数据分析、数字游戏等领域积累了丰富经验。目前，俄罗斯已经摆脱对进口软件的依赖，在网络安全和可信软件方面全球领先。
«The Russian software industry can not only resist various cyber attacks but also protect its information technology systems from any sanctions». Makarov said that cooperation with China is an important priority for the Russian software industry, especially the cooperation between companies from the two countries in the independent design of CPUs and the development of operating systems will become a model. «We will expand the areas of cooperation, including the development of artificial intelligence and network entity systems, 6G technology, and digital financial assets».
“俄罗斯软件行业不仅能够抵御各种网络攻击，还能保护自身信息技术系统免受任何制裁。”马卡洛夫说，与中国合作是俄罗斯软件行业的重要优先事项，特别是两国的企业在自主设计CPU和开发操作系统方面的合作，将会成为典范。“我们将扩展合作领域，包括人工智能和网络实体系统的开发、6G技术以及数字金融资产等。”
Regarding deepening the cyber security cooperation of the BRICS countries, he suggested that the BRICS countries should establish unified network guidelines and implement common agreements. This initiative will make it easier for information to flow across continents, standardize Internet activities between the BRICS countries, and create the same growth opportunities for everyone involved, sharing common interests and visions.
对于深化金砖国家网络安全合作，他建议，金砖国家应当建立统一的网络准则，实施共同的协议，这一举措将让信息更轻松地跨越洲际流动起来，规范金砖国家间的互联网活动，为参与其中的每一个人创造相同的成长机会，分享共同的利益和愿景。
