JV for the Development of the Unified Biometric System to Include Rostelecom, the Central Bank, and the Government

The authorities consider refusing to involve banks, whose participation was previously assumed, in the development of the Unified Biometric System (UBS). They came to such actions for security reasons. The decision on the composition of the joint venture (JV) has been made; its formation may be completed by the summer.

The office of Deputy Prime Minister Dmitry Chernyshenko clarified that the creation of the joint venture “is at the stage of development.” Questions about the parameters, as well as the details of the JV’s functioning, “it is too early to comment.”

The UBS began work on July 1, 2018. The system is used by banks to identify customers when opening accounts. In this case, several parameters are involved: a voice profile and digital facial impressions.
