The Ministry of Construction, Housing and Utilities Approved the New Smart City Standard

The Ministry of Construction, Housing and Utilities approved the new Smart City standard, which includes areas related not only to the digitalization of city services, but also to innovations in the social sector, including education and healthcare. In total, the standard contains 18 thematic blocks (the current version of the standard of March 2019 includes only 8). These blocks are 46 target (basic) indicators and 21 additional ones, which will be converted into target (basic) ones by December 2022.

This standard is the basic document that defines the implementation of the Smart City project, including events aimed at the digital transformation of the urban economy and management system in the cities. The project is being implemented as part of the Housing and Urban Environment national project and the Digital Economy national program.


The Smart City project was launched in Russia in 2018. 213 cities with a population of over 100,000 people are involved in the project.

The goal of the project is to increase the percentage of city residents participating in city management using digital technologies to 60% and the average IQ of cities to 30% by 2024.
